There's no way this information is accurate. Most of Estonia's 
population has at least 14mbps connections and uses IPTV as their 
primary (and often only) source of TV content. Also there is WiFi, 
WIMAX and all sorts of other fast wireless networks literally 
everywhere. In Estonia one can just go to the woods with their laptop 
and a usb dongle and simply stream HD content without any problems so 
I'd say "below" is quite false. Not only is Estonia ready for the 
future, but it is in many ways already there.

Lietuvis:
This is bullshit. every provider (offering ethernet or fiber) in 
Lithuania provides tons of local traffic (up to 100 mbps), but only few 
mbps (most common 1-2 mbps) of international traffic. and only a 
fraction of providers offers ethernet or fiber, and only in biggest 
cities. everyone else is stuck on dsl or cable modem with 0.5-5 mbps 
local throughput (0.25-2 mbps international).
