The difference is more easily explained in English than in Lithuanian.

"La luz fue apagada." corresponds to the past perfect tense, passive 
voice, in English: "The light was put out". (compare: "The criminal was 
executed", "The car was towed away.")

In "La luz estaba apagada." the past participle "apagada" is simply 
functioning like any other adjective.  "The light was out (not on)." 
(*compare "The river was flooded", "The road was busy.")
